He is a noted expert in complex municipal tax matters and specializes in tax matters related to public finance. Mr. Norber has been involved with the issuance of bonds to finance housing, transportation, infrastructure, healthcare and educational facilities, public utilities and exempt private activities.
He is experienced with numerous financial instruments including fixed rate, variable rate, zero coupon, deep discount and capital appreciation bonds. During the past five years, Mr. Norber has provided tax counsel on financings totaling more than $6 billion. These transactions have included sales tax bonds for transportation agencies, lease revenue bonds, enterprise fund revenue bonds, certificates of participation, multifamily revenue bonds, tax allocation bonds, special tax and assessment bonds, general obligation bonds and advance and current refundings.
